Carla G. Pettus, Esq



Carla G. Pettus, J.D., has over thirty-years of legal experience in the practice area of public utility regulation. She has served as legal counsel to the Maryland Public Service Commission, PJM Interconnection, LLC (the largest regional grid operator in the US); Pepco Energy Services (an affiliate of Pepco and a competitive retail supplier); Florida Power and Light, and the District of Columbia Public Service Commission. She provided representation before various regulatory agencies and legislative bodies to advance her employers’ strategic goals and missions. She has participated in proceedings that implemented Standard Offer Service (retail rate for entities/individuals that do not choose a competitive supplier); establishment of Renewable Portfolio Standards regulations implementing legislation promulgated in the Mid-Atlantic region; implementation of smart grid initiatives; major rate cases; and consumer protection proceedings. Ms. Pettus is presently employed by the federal government as an advisory attorney.



Ms. Pettus received two gubernatorial appointments from former Maryland Governor Parris Glendening. She served on the Task Force for the Restoration of Power and the Council on Medical Privacy and Confidentiality. Ms. Pettus has also served on the planning committee for the Maryland Women’s Legislative Briefing and as the legislative liaison for the National Council of Negro Women, Inc.’s Potomac Valley Section.
